Main Purpose of Job

This position provides staff support and assistance as a proficient Budget Analyst for the central and local budgets of the Child Support Enforcement Administration (CSEA), and Family Investment Administration's Work Opportunities within the Department of Human Resources (DHR). The incumbent in this position ensures funds for the provision of services that are obtained and managed in a manner consistent with all State and Federal guidelines and overall Department goals. POSITION DUTIES:  Ensures funds for services and prepares budget request in accordance with the established guidelines and any other information that becomes available subsequent to the insurance of the guidelines; assists central CSEA and FIA's Work Opportunities Program in each Local Department of Social Services (LDSS) with the preparation of an annual budget request (CBS Adjustments, Above the CSB and maintenance budget) in accordance with budget instructions and established time frames; provides assistance and direction in the technical operation, retrieval and the preparation of data files, prints copies of the numerical request and corresponding budget justification; prepares fiscal estimates and impact statements in response to legislative bills and proposed legislation, in concert with administration staff, within the established time frame; prepares quantitative portions of budget requests, including experience based items, formula driven costs, caseload driven costs, and inflation adjustments for same; reviews year-end encumbrance submissions and proof data entries; presents justification budgets during Departmental and the Department of Budget and Management budget negotiations; assists in the preparation of all budgetary data for negotiations and presentations; assists in the preparation of any required budget and spending plan amendments as well as monthly balance sheets based on actual expenditures and trends and completes any budgetary assignments related CSEA and FIA programs.

MINIMUM QUALIFICATIONS

PLEASE INCLUDE ALL COMPUTER SOFTWARE USED IN YOUR POSITION DUTIES.

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

 2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

YOU MUST MEET BOTH THE MINIMUM AND SELECTIVE QUALIFICATION TO BE CONSIDERED.

One year of experience developing, executing, and monitoring agency budgets and/or funds consistent with all State and Federal guidelines and department goals.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
