Main Purpose of Job

An Election Data Application Specialist I is the entry level of specialized data processing work in a local election office. Employees learn to produce and verify output. Employees in this classification do not supervise. Employees receive close supervision from an Election Deputy Director, Director or other designated administrative staff. The work may require travel to data processing locations to attend meetings or to perform other assignments such as voter registration. Employees may be required to work evenings and weekends, particularly prior to and following an election.

POSITION DUTIES

The Election Data Application Specialist I performs specialized clerical work, processes and maintains voter records, and applies election laws, rules and procedures to work problems with voter registration records.  This position registers new voters and maintains current records by updating addresses and names in voter registration system.  Incumbent performs general clerical work necessary for managing an Election office and preparing for elections.  Incumbent answers questions regarding election procedures in person, by telephone, by mail and e-mail.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of experience in the operation of data entry devices.

Notes

1. General clerical experience may substituted on a year-for-year basis for the required education. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Computer Clerk and Assistant classifications or Computer Clerk and Assistant specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Experience operating data entry devices in a local election office during a presidential or gubernatorial election in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
