Main Purpose of Job

The main purpose of this position is to serve as the Deputy to the Chief Communications Officer. In that role, the incumbent will be responsible for the oversight of staff in the absence of the Chief Communications Officer, providing project management, responding to media inquiries, managing vendor relationships, ensuring the compliance with Code of Maryland Regulations and State law regulations, and carrying out the internal and external communications needs of the agency.

POSITION DUTIES

This position is responsible for helping to develop and execute the internal communications strategy for the agency, playing a critical role in strengthening employee morale as well as effectively communicating the agency's priorities and ensuring wide communications about our obligation to comply with COMAR regulations and state law.

MINIMUM QUALIFICATIONS

This recruitment has selective and minimum qualifications.  Applicant must meet both selective and minimum qualifications.

Education:  A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

Two years of experience working in a public or private Communication Affairs Office.

There is no substitution for this experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
