Main Purpose of Job

This position's purpose is related to Maryland's efforts to divert individuals from institutional placement and to support home and community-based support and service programs. The employee will manage the planning, development, and implementation of statewide Training Center and help promote MAP and its benefits to consumers and business partners.. The employee also will assist with the coordination and implementation of federal grant programs, including those associated with the Maryland Access Point (MAP), known as the Aging and Disability Resource Center (ADRC) at the federal level, and the program operations and stabilization of MAP Options Counseling and related professional training into a statewide program.

The candidate must have a high level of flexibility with the ability to work outside the office if necessary delivering on-site programs, ability to develop and maintain positive internal and external collaborative relationships with fellow staff and community partners, ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public, have strong organizational and interpersonal skills, have excellent oral and written communication skills and exceptional attention to detail and consistency in follow-up, have the ability to handle mutiple projects simultaneous tasks with different deadlines and coordinate different yet simultaneous projects.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Four (4) years experience in the administration of a human services programs or in creating, implementing, delivering and evaluation education programs.

Two (2) years experience in project management?

Two (2) years experience in facilitation/training?

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
