This is a supervisory position in the Lead Poisoning Prevention Program, Land Management Administration of the Maryland Department of the Environment. This position is a Section Head in the Lead Accreditation & Oversight Division. The incumbent in this position supervises lower level Environmental Compliance Specialists with the main purpose of ensuring compliance with State and federal environmental laws and regulations. This position is responsible for meeting compliance related goals and objective under the plan designated by the Governor's initiative for the Lead Poisoning Prevention Program and 'managing for results'. The incumbent in this position will be responsible for ensuring that MDE Accredited Lead Paint Training Providers, Inspectors, and contractors are compliant with all laws and regulations. This position will provide information on violators to the enforcement division for legal action. This includes efforts to increase the level of oversight in the regulated community, collect fees not paid with accreditation and unpaid penalties, explain the basic laws to the regulated community and general public and perform associated operational responsibilities.

Education: Possession of a bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: Four years performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes:

1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required bachelor's degree.   

2. Sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.  

3. Graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education and experience.

It is preferred that the selected candidate has the following:

Three (3) years experience developing and initiating environmental enforcement cases/actions;

Experience with environmental permitting or certification processes;

Experience with Housing Code Standards;

Experience with Environmental Compliance project management;

Strong leadership, coaching and team building skills;

Strong computer skills with a proficiency in the use of various computer software applications;

Strong written and oral communication skills;

Strong analytical and process improvement skills;

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area in which they are working.
