Main Purpose of Job

The Contracts Officer provides policy and procedures guidance for contracting activities statewide and contracting monitoring for statewide and federal compliance. The Contract Officer works closely with local Department of Social Services and DHR program staff, partners, and potential partners to ensure contracts are in compliance with department policies, state and federal laws and regulations pertaining to contracting. Partners include but are not limited to other government organizations (federal, state and local), institutions of higher learning, private, non-profit and profit entities. The Contracts Officer works closely with leadership in other DHR Administrations and other State agencies in support of better collaboration and innovation in contracting practices. The Contracts Officer provides expert advice, consultation, information, guidance, interpretation and technical support. This position in conjunction with other DHR staff exercises authority in contracting decisions and relations with partners that requires the consistent use of independent judgment.

POSITION DUTIES

Monitors and tracks contract performance of SNAP E&T partners and local departments of Social Services (LDSS) who are responsible for SNAP E&T work activities (referral, assessment, enrollment, etc.).

As needed keeps local department administrations and central office apprised of vendor and LDSS performance and the status of program participants.

Conduct annual on-site monitoring of SNAP E&T partners contracts and agreements and LDSS management of their SNAP E&T program.

Reviews legislation, laws, policy and procedures and other jurisdictions best practices to assist partners and local departments in developing strategies to ensure compliance with SNAP E&T requirements.

Assist in Development of SNAP E&T plan and review of LDSS SNAP E&T program from the submitted PASS plan.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.
