Main Purpose of Job

To provide technical assistance and monitor the performance of the Area Agencies on Aging (AAA) Medicaid Supports Planning staff.  Determine compliance with the requirements list in the Comprehensive Case Management and Supports Planning Services for Medicaid Long-Term Services and Supports Solicitation, (LTSS) and the requirements, policies, and procedures for the following Medicaid Home and Community-Based Services programs:  Community First Choice (CFC), Home and Community-Based Options (CO) Waiver, Community Personal Assistance Services (CPAS), and Increased Community Services (ICS).

POSITION DUTIES

Provide technical assistance and monitor specific requirements in the Comprehensive Case Management and Supports Planning Services for Medicaid Long-Term Services and Supports Solicitation.

Monitor reports and inputs into the LTSSMaryland web-based tracking system to ensure compliance with relevant policies and procedures for the program.

Perform site visits and audits at each AAA at least annually to evaluate compliance with the specific requirements.

Observe the physical environment of the AAA and check HIPAA compliance related to protection of participant files and information.

Review agency staffing and caseloads to ensure compliance with supports planner ratios.

Review the AAA training plan, manual, and records of individual staff training for content and accuracy related to specific training requirements.

Document findings from site visits and audits in an audit report.

Maintain a log of the following items: incoming and outgoing technical assistance calls and emails, audit visits, compliance monitoring activities, findings of non-compliance, and remediation actions taken, including individual outreach, training, and corrective action.

The candidate should have knowledge of federal and state policies and regulations governing Medicaid Home and Community-Based programs and services.  Candidates should have strong organizational skills and be able function as a member of a team.  This position requires the ability to multi-task and work well under pressure, strong written and oral communications skills, intermediate proficiency in Microsoft Excel, and excellent interpersonal and customer service skills.

Statewide travel may be required for this position.

MINIMUM QUALIFICATIONS

Education:  A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

A minimum of one (1) year experience working in a long-term services and supports program for older adults or individuals with disabilities.

A minimum of one (1) year experience providing technical assistance and training.

A minimum of one (1) year experience conducting oversight and monitoring activities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
