Main Purpose of Job

The main purpose of the position is to proactively monitor compliance in critical areas, increase payment accuracy and create corrective action plans to address deficiencies in the Family Investment Division. This includes investigating Family Investment activities, providing policy and procedural clarification and providing comprehensive findings to the Assistant Director. service.

POSITION DUTIES

This position is responsible for increasing the division's efficiency, accuracy and overall compliance with DHR mandates, avoiding federal sanctions. * Responds orally and in writing to all inquiries related to program, policy and procedures; writes requests for policy and procedural clarification to administrative agencies as well as Baltimore County DSS. *Reviews action transmittals, policy/procedural directives from the Dept. of Human Resources and Dept. of Health & Mental Hygiene to determine the implementation process, including re-writing for clarity of information; developing and writing procedures, creating training materials, training processes and conducting training. *Research cases to determine accuracy of eligibility, reviews appeal decisions, quality control, tracking errors and developing corrective action measures. *Serves as agency representative on group activities; supports the Assistant Director of FIA by providing information that would impact program delivery and customer.

MINIMUM QUALIFICATIONS

Education:  A bachelor’s degree from an accredited college or university.

Experience:  Two years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
Master's Degree in Human Services Administration, Public Policy Administration or other Human Services oriented program;  
Experience with analytic software programs such as Access;
Experience in Excel, Powerpoint, and Word;
Experience in conducting trainings;
Excellent communication skills;
Experience in public speaking.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
