Introduction

The Department of Labor, Licensing and Regulation, Division of Occupational and Professional Licensing, is accepting applications for an Administrative Specialist III. This recruitment is open to current permanent, contractual  and temporary employees of the State of Maryland only.

Main Purpose of Job

In concert with the ESRB and senior management, the incumbent manages the daily activities of the Elevator Safety Review Board ("ESRB") in executing its mandate to examine, qualify, license and regulate elevator contractors and mechanics. The position exercises independent judgment and responsibility for the overall ESRB program and provides data and statistical analysis, including the research and compilation of data, with respect to applicants seeking to qualify for licensure as well as with respect to consumer complaints. This individual analyzes and interprets data, information and situations and makes recommendations when data does not conform to established standards, policies or laws. Responsibility for the compilation and preparation of required statistical tables, charts (including work-flow and organizational charts) and staffing patterns falls under the purview of this position. This position handles all correspondence and contact with the ESRB by applicants, licensees and citizens, and assists in the preparation of final reports and suggested improvements for the advancement of the ESRB program. The Administrative Specialist works with Central Licensing Staff to assure timely deposits of funds, license issuance, and may provide assistance in the formulation and preparation of the ESRB budget or portions thereof. The position manages the complaint process, seeking timeliness and fairness for both complainant and respondent. The Administrative Specialist III assists in the planning and implementation of new or revised procedures, practices, programs, exams and standard operation procedures. This position may supervise technical, clerical and/or temporary staff and performs other related duties as assigned.

POSITION DUTIES

The duties of the position include, but are not limited to, the following:

Manages the daily activities of the ESRB including examining, qualifying, licensing and regulating elevator contractors and mechanics. Schedules and prepares for monthly meetings of the Elevator Safety Review ESRB, including agenda preparation and documentation of actions taken and official minutes.    Provides initial evaluations on adequacy of the applications and complaints.  Is responsible for providing all materials necessary for ESRB decision making and discussions.  Is responsible for communications with all professionals, complainants, individuals testifying before the ESRB.  Executes and communicates all ESRB actions including requests for information, approvals, denials, and disciplinary actions for professional practices.                                      

Coordinates application and licensing processes.  Evaluates credentials submitted by applicants to ensure licenses are issued in accordance with all applicable state laws as well as policies set forth by the department and makes decisions where authority is conferred by the ESRB.  Evaluations may include applicant’s education, experience, out-of-state credentials as well as the elements of the license for businesses.  Researches ESRB records and produces license certifications for issuance to other states.  Works with the exam contractor to assure that the delivery of examination services meets the requirements of state contracts for exam administration and exam development.                                           

Manages complaint intake, file maintenance, scheduling of formal and informal hearings, referrals for investigation and all contact with complainants and respondents. Oversees and produces all correspondence required under the complaint process and seeks timeliness and fairness for both complainant and respondent.                                      

Provides data and statistical analysis, including the research and compilation of data, with respect to applicants seeking to qualify for licensure as well as consumers filing complaints. Analyzes and interprets data, information and situations and makes recommendations when data does not conform to established standards, policies or laws. Compiles and prepares required statistical tables, charts (including work-flow and organizational charts) and staffing patterns.  

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

This recruitment is open to current permanent and contractual employees of the State of Maryland only.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have experience working with a Board, taking minutes and assisting with licensure and compliance matters. One year of customer service experience working with the general public preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
