Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 150,000 retires and beneficiaries.

Main Purpose of Job

This contractual position serves as an administrative employee in the Data Control Unit of the Benefits Administration Division. This position may be assigned to any one of the several Sections within the Data Control Unit in support of short term and long term assignments in those Sections. Assignments will depend upon the needs of Unit, backlogs within the various Sections, and special projects as required. Examples of assignments areas include: Enrollments, Membership Maintenance, Disability/Death/Earnings, Retirement File Maintenance, and Employer Reporting Sections.

POSITION DUTIES

Examples of the duties of this position include, but is not limited to the following:

Enrollments Section: preparation and review of various applications and documents received to enroll new members in the Retirement System, preparation and review of documents to assign beneficiaries to membership records, review of reports to verify accuracy of keyed data on new enrollments and beneficiary assignments, creating transactions to correct any data errors mailing correspondence to members and Retirement Coordinators to resolve enrollment errors, and filing of documents.

Membership Maintenance Section:  preparation and review of various purchase of service and military service applications and associated worksheets, mailing correspondence to members and Retirement Coordinators to resolve processing errors, creating transactions to process purchase of service and military credit requests, and filing of documents.

Disability/Death/Earnings Section:  creating transactions to reflect proper account payment status due to death matches and offset amounts due to earnings limitation audits, correspondence to members and employers to verify results of death matches and earnings limitation audits, and filing of documents.

Retirement File Maintenance Section: preparation and review of various documents and reports to change retiree addresses in the Agency’s records, preparation and review of various documents to update tax withholding elections of payees of the Retirement System, batching of incoming documents for submission to Data Entry, logging/tracking of work in process, correspondence with payees regarding incoming documents, and filing of documents.

Employer Reporting Sections:  copying and filing of documents. 

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

LIMITATIONS ON SELECTION

This recruitment is limited to current Maryland State Retirement and Pension System employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  This list will be used by the hiring agency to select employees.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application.

Due to the confidential nature of the work, selected candidates must undergo and pass a background check.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.  

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
