Main Purpose of Job

This position serves as the Executive Secretary of the Maryland Agricultural Commission which is a 30 member advisory board that advises the Secretary of Agriculture on matters important to the agricultural industry of Maryland. This position also provides administrative/technical support as the Executive Secretary to the Young Farmers Advisory Board, and serves as MDA's Public Outreach Program Coordinator.

POSITION DUTIES

Directs all Maryland Agricultural Commission activities to formulate and make proposals for the advancement of Maryland agriculture.  This includes arranging speakers to brief the Commission during its monthly meetings; advises the Commission on policy matters and provides proactive leadership in developing and communicating recommendations to the Secretary and Deputy Secretary of Agriculture.

Develops and manages the Commission's annual budget; authors and distributes minutes of monthly meetings; coordinates semi-annual tours; updates Commission information and files annual report to the Governor's Office.

Works with commodity associations and agricultural organizations to solicit and obtain nominations to serve on the Commission; Cooperates with the Governor's Appointments Office during the appointment/reappointment process.

Manages and coordinates the Young Farmers Advisory Board, MDA Public Outreach Programs, and the Century Farm Program.

Provides support and assistance to the Secretary, Deputy Secretary, Director of Governmental Relations, and Director of Communications as needed.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

LIMITATIONS ON SELECTION

This recruitment is open to current Maryland Department of Agriculture employees ONLY.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
