Introduction

The Maryland Department of Commerce is seeking qualified candidates for the position of Administrative Officer within the Office of BioHealth & Life Sciences.

Main Purpose of Job

The primary function of this position is to provide support to the Director by managing, coordinating, implementing and expediting administrative projects, procedures, policies, transactions and other functions related to the overall mission of the office. 

POSITION DUTIES

The key functions of this position are threefold.  Incumbent will provide industry outreach and project support.  This includes: assisting with tracking and producing an industry newsletter, calendar, and jobs board announcements; maintaining industry database for online outreach and printing the directory; performing market and industry research, scheduling meetings; and contacting key companies for information in support of a variety of projects. The person will assist with drafting content for print ads, directories, and other collateral and submitting drafts and processing graphic art requests for marketing. 

Individual will manage the office by providing administrative, operational, and technical support to include: organizing and maintaining all department records and data; managing all office supplies and equipment inventories; greeting customers, screening and directing calls; serving as the initial source of information and referral and the point person for the Director; maintaining frequent contacts with officials from other agencies, representatives of the business community and staff.

Individual will plan and prepare for critical meetings and functions including Life Sciences Advisory Board, both quarterly meetings and working group sessions; coordinate and schedule the pavilion and the events for BIO International ensuring participation and materials for locally sponsored meetings and programs.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:  

Should be well-organized, self-motivated, and able to work independently. 

Excellent written and oral communication skills.  

Excellent interpersonal skills necessary to work with high level public and private sector officials and maintain effective working relationships.

The ability to handle multiple, concurrent and high priority projects.

Experience using the Maryland State Government Financial Management Information Systems (FMIS) highly desirable.

Proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
