Main Purpose of Job

This position will not be assigned a State vehicle for commuting purposes; however, a vehicle will be provided for site visits only. This position is fully responsible for planning and implementing new projects, as well as ensuring and reporting on the proper functioning of completed projects carried out under the Wildlife and Fisheries Reclamation Plan (Plan) for the Abandoned Mine Lands Division in the coal region of Allegany and Garrett Counties. The work of this position involves returning reclaimed mine sites to suitable habitat for turkey, deer, and other native wildlife species and impaired streams to recreation and high quality fisheries. The position recommends and reviews innovative practices for Abandoned Mind Lands (AML) engineering designs that will enhance water quality, develop wetland resources, and restore fish and wildlife populations.  Duties involve: 1) developing and implementing wildlife and fish resources enhancement projects, 2) evaluating data results to assess the effectiveness of projects based on chemical improvement to the receiving stream and wetland areas as well as reestablishment of fish and wildlife populations.

The position confers and works collaboratively with other scientists and engineers from MDE and other state and federal agencies to exchange environmental and geological data. This position reviews technical documents, reports and research papers to stay informed of the latest advances in the science of Acid Mine Drainage Treatment and resource restoration. This position is accountable for providing pertinent information and ensuring input of project data into the federal inventory database (AMLIS).  Also, this position will lead monitoring and operational work performed by conservation associates in carrying out stream treatment and natural enhancement efforts.  

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with using AutoCAD and ArcGIS;
  • Knowledgeable of the chemistry and technology of acid mine drainage;
  • Ability to perform and evaluate continuing water quality studies using ArcGIS and Excel to existing and planned systems;
  • Proficient in surveying and designing acid mine drainage treatment systems;
  • Field experience managing project construction in rugged locations;
  • Familiarity with environmental permits procedures.

LIMITATIONS ON SELECTION

Limited to applicants willing to accept employment in Western MD (Allegany and Garrett County).

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
