Main Purpose of Job

This position is responsible for addressing high priority projects, which include the evaluation, analysis, research and development of health care services and policies within the Division of Health IT Policy. Particularly, this position will be the electronic health data and records analyst for the Maryland Medicaid Electronic Health Records (EHR) Incentive Program and for Maryland's Medicaid Management Information System (MMIS). This involves in-depth analysis and research using large datasets from both the EHR and MMIS to inform policy decisions for the Office of Health Services. This also involves providing EHR Program oversight; program integrity monitoring; performing contract monitoring for technology and auditing vendors; and preparing reports for internal program monitoring and for the Centers for Medicare and Medicaid Services (CMS). This position will work closely with other staff members in the Health IT Policy division, various contractors hired to help administer the Maryland Medicaid EHR Incentive Program, MMIS vendors, and the Managed Care Organizations (MCOs) analyzing and anticipating the impact of EHR Incentive Program Policy and other data-sensitive projects on MMIS and the Medicaid Program.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

NOTE:

A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
