Main Purpose of Job

The main purpose of this position is to function as a health policy specialist to develop, revise, and maintain Medical Assistance eligibility policies and procedures in coordination with the Maryland Health Connection (MHC), Client Automated Resource and Eligibility System (CARES) and the Medicaid Management Information System (MMIS). This position will be responsible for analyzing Federal and State legislation and Departmental initiatives which may affect Maryland Medical Assistance eligibility policies, and for drafting and editing material written to implement Medical Assistance and related programs. This position serves as liaison with other departments and administrations, as well as internal staff for the purpose of developing and clarifying policy issues and customer service issues, and for implementing state and federal policy and regulations. This position will provide guidance and direction to Medical Care Program Specialists and administrative staff.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

 1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

 2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
