Main Purpose of Job

This position provides advanced level of work for the Maryland Medicaid Electronic Health Records (EHR) Incentive Program, Health Information Exchange (HIE), public health technical infrastructure, and Health Information Technology (HIT) for Medicaid. This position evaluates, analyzes, researches and develops policy for implementing, improving, and overseeing Maryland's EHR Incentive Program, HIE functionalities, quality reporting via standards-based exchange and electronic Clinical Quality Measures (eCQM), and other Health IT-related priorities for Medicaid. This position initiates, plans, designs, and executes Health IT projects for Maryland Medicaid and in addition to developing final reports, also assesses the reliability of findings, provides interpretations of current research, and provides conclusions and recommendations of final reports. This position also leads employees in completing high-priority Health IT and Health Information Exchange (HIE) projects, including project management.

Specifically, this position involves designing and implementing policy for the EHR Program; providing EHR Incentive Program oversight and leadership to employees in OHS; program integrity monitoring; communicating with providers about general EHR Incentive Program participation criteria and specific questions about accessing Maryland's Registration and Attestation System, eMIPP; assisting in performing contract monitoring and project management for technology and auditing vendors; and preparing reports for internal program monitoring and for the Centers for Medicare and Medicaid Services (CMS).  This position will also work in conjunction with Medicaid Provider Enrollment, various contractor hired to help administer the Maryland Medicaid EHR Incentive Program, Medicaid Management Information System (MMIS) vendors, and the Managed Care Organizations (MCOs) analyzing and anticipating the impact of the EHR Incentive Program policy on the Medicaid Program.

Due to this position's expertise in the are of Maryland Medicaid HIT, this position provides technical advise to Health Policy Analyst within the Office of Health Services and advises Chiefs, Executive Directors, and the Secretary on Health IT policy.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have expertise in HIE functionality, project management, quality reporting architecture and public health reporting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
