Main Purpose of Job

Provide problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency and statewide systems housed on large client server platforms and provide secretarial support for the Candidacy and Campaign Finance Division in order to maintain registration records, campaign fund reports, and other election-related data accurately and in a form that is accessible to the public as required by Title 13 of the Election Law Article and perform public service request and Soundex checks for the Voter Registration Division of the county election boards.

POSITION DUTIES

  • Assists program managers in the design, development and testing of software system corrections or enhancement by analyzing modifications recommended, determining system impact and estimating effort and resources required to perform modifications;
  • Performs user acceptance testing with established quality assurance policies and procedures;
  • Develops, reviews and updates application documentation and training material to ensure that information is accurate, relevant, current, and user friendly;
  • Conducts on and off site training and support on the functions and capabilities of Election Software System;
  • Oversees, coordinates and supports help desk for the twenty-four (24) local election boards on the candidacy filing system;
  • Provides support and guidance to Electronic Campaign Finance Report Filers (Electronic Filing Help Desk);
  • Provides information to callers in regard to laws, rules, regulations, operations and procedures governing Candidacy and Campaign Finance;
  • Create extracts using voter registration data for public service request within ten (10) business days, verify the requests are compliant with the law;
  • Verifies identity and voter registration and receives Candidate filings (Declaration of Intent, Certificate of Candidacy, and Statement of Organizations) form candidates, notarize Financial Disclosure Statements;
  • Inspects all new Campaign Finance Entities' Statement of Organization, Officer Resignation/Appointment, and Slate Designation forms for accuracy and compliance with laws and regulations;
  • Reconciles/balances transactions with register drawer and investigates and resolves any out-of-balance problems. Prepare deposits;
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Experience with customer service via telephone, in person and through email;
  2. Experience with office practices, procedures, and equipment;
  3. Experience in handling confidentiality of records, reports, and other material;
  4. Experience in dealing with elected officials, the public and co-workers in a courteous and tactful manner

LIMITATIONS ON SELECTION

Open only to current State Board of Elections, Local Board of Elections, current Board of Elections contractual, and temporary employees.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a typewriter or keyboard on a personal computer, computer terminal or word processor at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
