Introduction

This is a position specific recruitment in which the Maryland Department of the Environment/Water Quality Financing Administration is hiring a Administrator I.  This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Maryland Water Qualify Financing Administration (MWQFA), a unit of the Maryland Department of the Environment (MDE) is seeking a qualified individual to coordinate the Minority Business Enterprise (MBE), and Women's Business Enterprise (WBE) activities for its grant and loan capital projects.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in the classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments:

  • Developing and implementing MBE/WBE policies consistent with Federal and State laws;
  • Providing outreach & technical assistance to all interested MBE/WBE parties across Maryland;
  • Research Federal & State MBE/WBE information and communicate with stakeholders;
  • Reviewing the applicant's procurement actions in compliance with MBE/WBE requirements and;
  • Preparing MBE/WBE performance reports.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected incumbent possess the following:

  • Familiarity with the State of Maryland's administrative process for certifying minority and women's businesses;
  • Experience in providing outreach to MBE/WBE or related entities to increase their participation in contracting opportunities;
  • Experience with government capital project procurement and compliance;
  • Excellent oral and written communication skills with all levels of internal and external customers;
  • Proficiency in Microsoft Office.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
