Main Purpose of Job

The Administrator I- Director of Security is responsible for day to day facility-wide security operations and safety of all persons on site at the Baltimore City Juvenile Justice Center (BCJJC) on any given day.

POSITION DUTIES

The Administrator I- Director of Security is responsible for day to day facility-wide security operations and safety of all persons on site at the Baltimore City Juvenile Justice Center (BCJJC) on any given day.  The responsibility includes supervising the BCJJC building security unit and monitoring daily security activities.  The position also develops and maintains emergency evacuation procedures for BCJJC and coordinates with other law enforcement agency managers at BCJJC  (State Police, Baltimore City Police, Sheriff’s Office, DOC to ensure seamless security operations.  The highly preferred candidate will have experience managing security operations in a multi complex detention facility; have designed and implemented security policies and standards including evacuation emergency plans; developed preventative security programs and established working relationships and coordinated security operations with state, local, federal or public law enforcement.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the above required experience must include experience managing or organizing security operations in a multi-complex facility.  Applicants must meet the selective qualification to be considered.  Include clear and specific information on your application regarding how you meet the selective qualification.

DESIRED OR PREFERRED QUALIFICATIONS

1. Three years experience designing, implementing and monitoring security policies, standards, procedures and programs.

2.  Three years experience coordinating security operations and working relationships with state, local or public law enforcement.

3.  Three years experience supervising or providing leadership to subordinate security personnel such as training, assigning work evaluating performance.

4. Experience assigning in preparation of emergency management and contingency planning.

5.  Experience developing and monitoring safety preventative security programs.

6.  Three years experience investigating and preparing reports relating to violations or security breaches  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as Best Qualified, Better Qualified, or Qualified. Candidates shall be certified to the eligible list for a year.
