The Maryland Department of Housing and Community Development is a national leader in financing affordable housing and revitalizing communities.  Pursuing a career with our Department is an opportunity to join a high impact, award-winning organization and apply your skills to a valuable public purpose in a challenging and dynamic field.  The Department is seeking qualified candidates for the position of Senior Financial Analyst within the Community Development Administration, a nationally recognized state housing finance and community development agency.  The Community Development Administration administers the Local Government Infrastructure Finance Program – enabling Maryland’s incorporated municipalities to access capital with reasonable rates and terms to fund critical infrastructure projects.  The Senior Financial Analyst will play an integral role in program administrative activities including in-depth financial analysis.

LOCATION OF POSITION

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

The Financial Analyst assists the Manager of Infrastructure and Portfolio Investments of the Community Development Administration Finance in organizing and conducting financial analysis, investment and accounting management for the Finance Office. Specifically, under direction from the Manager, the position is responsible for monitoring and tracking Infrastructure Finance Program activities. This includes maintaining detailed records that speak to local government participants, loan receivable balances, as well as review and process draw requests involving unspent loan proceeds, updating reports, and undertaking credit analysis of a multimillion infrastructure loan portfolio financed with revenue bond proceeds. Additionally, the financial analyst will be responsible for assisting the Infrastructure Manager in developing financial tools and procedures necessary to optimize investment, debt and cash flow management for the major bond indentures.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Selective qualifications are REQUIRED criteria that must be met to be considered for this position.

Candidate must have at least one year of professional experience analyzing investment opportunities for an institutional portfolio.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
