Main Purpose of Job

The mission of the Maryland Department of Health and Mental Hygiene Prevention and Health Promotion Administration is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations.

This position serves as the Partner Services Technical Advisor in the Center for STI Prevention within the Infectious Disease Prevention and Health Services Bureau. The mission of the Center for Sexually Transmitted Infection Prevention (CSTIP) is to prevent and reduce sexually transmitted infections in Maryland. Preventing sexually transmitted infections (STIs) and their complications is essential for improving both sexual and reproductive health.

The main purpose of this position is to provide direct support to the Field Operations Manager of the Field Services Unit, and to contribute to the direction and evaluation of the statewide PS Program. This position will provide technical support and training to local health departments and other agencies to increase the capacity of Maryland's DIS, STI/HIV Supervisors, and other health professionals throughout the state; assist in the development and implementation of standards and protocols; develop and ensure compliance with quality assurance measures; and develop innovative approaches to address the Partner Services needs of Maryland's residents.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Five years of professional experience in health services, two years of which must have been in professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

Notes:

1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2.  A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The qualified candidate must have a minimum of one year STI/HIV disease intervention field experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience with the Patient Reporting Investigating Surveillance Manager (PRISM) data system.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
