LOCATION OF POSITION
DHMH, Center for Cancer Prevention and Control, Baltimore, MD
Main Purpose of Job
This position is the second ranking senior administrator of the largest program within the Center for Cancer Prevention and Control, the Breast and Cervical Cancer Diagnosis and Treatment Program. This program is a complex, multimillion dollar reimbursement program and as such requires expertise with program policies and procedures. The Assistant Program Manager provides day to day operational direction to the staff within the Program. This position assists the Program Manager in administering the Program, including monitoring staff production; responding to telephone and other media inquiries; responding to controlled correspondence; drafting new regulations and revising current regulations and policies for the Program Manager and CCPC Leadership review; developing new contracts and Memoranda of Understanding, and acting as contract monitor for contracts. The Assistant Program Manager provides back up to the Program Manager and is responsible for the entire unit in the Program Manager's absence.
Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.
Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and three of which must have been at the managerial or supervisory level.
1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.
2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The successful applicant should be proficient in Microsoft Office, specifically Word and Excel, and have excellent written and verbal communication skills. In addition, the successful applicant should have experience responding to audit findings, monitoring complex IT system contracts, supervising technical IT staff, and making recommendations concerning new or revised regulations. Public Health program experience and knowledge regarding cancer diagnosis and treatment is desirable.
