Main Purpose of Job

The main purpose of this position is to manage and direct a major unit consisting of multiple programs providing services to special population groups. This position will be the highest administrator overseeing the planning, development, implementation and evaluation of multiple programmatic, nursing, and case management services within the Maternal, Child & Elder Health Section of the St. Mary's County Health Department (SMCHD). The involved programs and services are administered through subordinate program supervisors and other public health staff, and include the following: Adult Evaluation and Review Services, ACCU/Ombudsman, EACC, Maryland Childrens Health Program, Infant and Toddlers Program, Healthy Families, Women Infants Children (WIC), Improved Pregnancy Outcomes, Fetal Infant Mortality Review, Child Fatality Review, and Lead Case Management. Given future directions in public health, this unit is expected to grow beyond areas outlined above with an increasing emphasis on patient navigation, community health workers, and case management leading to improved community access to care.

This position manages program supervisors and other public health staff overseeing efforts to address the health needs of vulnerable populations, including children, pregnant women/mothers, older adults, and individuals with disabilities. The employee exercises general direction over all technical, professional, and clerical employees assigned to programs within the unit. The work of this position ensures adequacy of health department services, monitors population needs and health disparities, sets section policies and administrative procedures, coordinates with local and state partners on issues related to Maternal Child and Elder Health, and ensures the coordination of efforts and resources across programs where appropriate.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in a professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and four of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a Master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
