Main Purpose of Job

The main purpose of this position is to function as the Special Assistant to the Assistant Attorney General in managing and overseeing the legal, administrative, and technical functions of the legal office; plan, organize and supervise the workload of an Office Secretary; and, draft, schedule, track, and audit Clinical Forensic Review Board Presentations and Case Reports. 

This work is performed at a State facility where care is provided to mentally ill offenders, patients or residents who have been judged not criminally responsible for committing felonies; and to those who are too violent for a regular hospital or residential setting and who have been deemed dangerous to themselves or others.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes: 1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired/preferred candidate will have experience:

-- managing and overseeing legal, administrative and technical functions of a legal office 

-- developing and updating legal files/databases 

-- tracking hearings from receipt to ruling

-- conducting legal research including procedural, administrative and case law

-- supervising clerical employees

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
