This is a Position Specific recruitment for the Charles County Assessments & Taxation Office only. The resulting eligible list will be used to fill the above locations only.  Persons interested in future vacancies in the Assessor I, Real Property classification, will need to re-apply.

Main Purpose of Job

An Assessor I, Real Property is the entry level of work performing real property assessments.  Employees learn to appraise residential real property at fair market value for use in the calculation of real property taxes.  Employees in this classification do not supervise.

POSITION DUTIES

Strong Mathematical skills and proficiency in Microsoft Excel would be used to perform the duties of this position listed below:

Learns to inspect real property to determine the appraisal value.

Learns to analyze existing market data and to apply standard appraisal procedures to determine the value of land or buildings.

Learns to prepare, present, and defend determinations of value at all levels of the appeal process.

Learns to determine the value of auxiliary items to the property, such as but not limited to: paving, underground utilities, outdoor lighting, and landscaping.

Learns to appraise and record costs relating to the physical condition of the property, and to the depreciation, and economic or functional obsolescence of real property.

Learns to record technical details of the property which may affect costs, such as but not limited to: size of the building; specifications, grade and quality of construction materials; type, grade and quality of building facilities, mechanical equipment, plumbing, heating, air-conditioning, electrical systems, and other structural components.

Learns to determine building cost estimates based on analysis of building construction costs reported by contractors or property owners.

Learns to review land records to determine legal title to the property.

Learns to record and plot deed descriptions.

MINIMUM QUALIFICATIONS

Education:  A bachelor's degree from an accredited college or university.

Experience:  None.

NoteAdditional appraisal experience involving the valuation of real property may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Relevant Coursework in Math, Engineering, Business, Real Estate.
  • Appraisal experience involving the valuation of real property.
  • A license in one of the following: Real Estate Sales License, Real Estate Broker License, or Appraiser License.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

2. Upon appointment, persons possessing a real estate broker or sales license, or a license to sell insurance, will be required to put same in an "Inactive" status.

3. Employees are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.

The examination will consist of rating education, training and experience related to the position.  Therefore, it is important that you provide complete and accurate information on your application.  Report all experience and education that is related to this position.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
