Main Purpose of Job

The Prevention and Health Promotion Administration (PHPA) has a mission to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards. This position serves as an epidemiologist in the Center for HIV Surveillance, Epidemiology, and Evaluation (CHSEE) in the Infectious Disease Epidemiology and Outbreak Response Bureau (IDEORB). CHSEE is responsible for collecting, processing, and investigating reports of HIV infection, AIDS diagnoses, and HIV perinatal exposures across the State of Maryland, and for generating information and statistics about the HIV epidemic. The Center seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, to evaluate and improve the quality of the information collection activities, to analyze and report this information to policymakers and the community for HIV planning, and to evaluate the effectiveness of programs targeting the HIV/AIDS epidemic.

The main purpose of this position is to coordinate the operations of Maryland's HIV and AIDS epidemiological analysis and reporting system. This system collects quality data on HIV and AIDS through special studies, analyzes this data and the data collected through the core HIV and AIDS surveillance system, and reports the analytic findings to internal staff, policymakers, and the public. It requires a thorough and extensive knowledge of HIV epidemiological research, quality assurance, and analysis methods. Information derived from this system enhances the development and implementation of HIV prevention and treatment programs in affected population subgroups. These activities support the mission of providing leadership, encouraging input from affected communities, and using scientific knowledge, to guide the development of responsible, compassionate and effective policies and programs. This is accomplished by using scientific methods to measure the impact of HIV and AIDS in Maryland and disseminating that information to the public and to policymakers.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science  classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required. 

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have a thorough and extensive knowledge of HIV epidemiological research, analysis methods, and experience with SAS.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
