Main Purpose of Job

The Prevention and Health Promotion Administration (PHPA) has a mission to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

This position serves as an Epidemiologist III/Data to Care Coordinator in the Center of HIV Surveillance, Epidemiology, and Evaluation (CHSEE) in the infectious disease Epidemiology and Outbreak Response Bureau (IDEORB). CHSEE is responsible for collecting, processing, and investigating reports of HIV infection, AIDS diagnosis, and HIV prenatal exposure across the state of Maryland, and for generating information and statistics about the HIV epidemic. The Center seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, to evaluate and improve the quality of the information collection activities, to analyze and report this information to policymakers and the community for HIV planning, and to evaluate the effectiveness of programs targeting the HIV/AIDS epidemic.

The main purpose of this job is to coordinate and manage the data to care operations of Maryland's HIV and AIDS epidemiological analysis and reporting system. This position will analyze HIV and AIDS data, interpret epidemiological and statistical data, and report the analytic findings to internal staff, partners, funders, and policymakers.  This position will use laboratory reports received by the health department's  HIV surveillance program as markers of HIV care and analyze them to identify individuals who either never linked to care after diagnosis or who did not continue to receive care. This position will serve as liaison for data to care activities using HIV surveillance data and oversee the use of HIV surveillance data used to identify HIV-diagnosed individuals who are not in care or have fallen out of care. Confidential information on the individuals identified will be shared with partner agencies so that they may locate and provide services to the infected individuals. Information derived from this will augment HIV prevention and treatment programs in affected population subgroups and will specifically enhance linkage to care activities as well as support the HIV Care Continuum. The position requires a thorough and extensive knowledge of HIV epidemiological research and analysis methods.

These activities support the mission of providing leadership, encouraging input from affected communities, and using scientific knowledge to guide the development of responsible, compassionate and effective policies and programs. This is accomplished by using scientific methods to measure the impact of HIV and AIDS in Maryland and disseminating that information to the public and to policymakers.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Three years of experience as an epidemiologist subsequent to receipt of the Master’s degree.

Note:

1. Candidates may substitute a Doctoral degree in the field of Public Health from an accredited college or university with a minimum of six graduate courses in Epidemiology and three graduate courses in Biostatistics for the required education and experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science  classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience with HIV surveillance and be able to analyze and interpret HIV epidemiological data.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
