Main Purpose of Job

This position is fully charged with lead responsibilities for ensuring Human Resources actions and transactions are completed in a timely, efficacious and procedurally and technically correct manner.  Duties include, but are not limited to:  assisting in obtaining requisite appointment approvals and taking all necessary and appropriate steps to complete recruitment, selection and employment processes; ensuring all steps are completed for documentation regarding to reclassifications and position studies; assisting with keeping records systems current; handling employee benefits paperwork; tracking EEO/AAP records relevant workforce statistical data and preparing necessary reports; providing excellent customer service; assisting in coordinating parts of investigations and creating documents as it pertains to employee disciplinary actions; participating in various campaigns (Maryland Charity, US Savings Bonds; Open Enrollment, etc.); and, handling special projects as necessary.

This position will also be responsible for handling fiscal updates and forecasts, researching personnel data to ensure budget requests are correct, complete and delivered in a timely manner.  This position will also be responsible for payroll, timekeeping and accounts payable functions.  In addition, this position will function as an Agency Technical Representative, coordinating and scheduling drug tests; oversee, monitor, schedule and coordinate aspects of the Performance Evaluation Program; and, serve as a focal point for the Injured Workers Insurance Fund.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three (3) years of general clerical or administrative support experience at least one (1) year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience should have included responsibility for activities such as:  preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes: 1.  One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired/preferred applicant will have:

-- knowledge of and experience using a computerized recruitment program (JobAps)

-- knowledge of and experience using an electronic HRIS system (Workday)

-- previous State employment experience processing human resources related transactions

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
