Main Purpose of Job

The purpose of the position of the Area Contract Operations Manager is to monitor the contractor's implementation of and adherence to the requirements for the delivery of health care to inmates/detainees throughout Department of Public Safety & Correctional Services (DPSCS) Correctional facilities. The position will oversee control of infectious disease issues including appropriate housing, infirmary care, isolation, panel reviews, and treatment within the scope of her practice and within the limitations of custody restrictions. The position is located in a specific geographic area of the State and takes responsibility for the effective contract management of medical mental health, pharmacy, and dental vendors in that area. This position will continuously monitor the level and standard of health care provided by contractors for compliance with requirements enumerated in DPSCS contracts as well as those necessary to assure operations within an individual's scope of practice. Position may be asked to review the quality of care at facilities via the quality improvement audit processes. Position will work with correctional staff and health care providers to assure staff awareness of health service contractual requirements and DPSCS Clinical Services policies and procedures.

POSITION DUTIES

Responsible for daily walk around inspection of facility maintenance and observation of inmate health care to assure compliance with contractual agreement between vendors and the State. Receives and evaluates contract required reports from vendors, specifically those pertaining to staffing requirements and compliance Tracks and monitors Corrective Action Plans (CAP'S) for resolution of identified deficits. Participates in Appeals/Grievances, and inmate correspondence. Develops and maintains an up-to-date credentialing spreadsheet for the geographic area to which the position is assigned. Performs other duties as necessary and assigned.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including one year of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
