Main Purpose of Job
The purpose of the position of the Quality Improvement/Infectious Disease Nurse is to monitor the contractual requirements for the delivery of health care to inmates/detainees throughout Department of Public Safety and Correctional Services (DPSCS) correctional facilities while maintaining control of infectious disease issues including appropriate housing, infirmary care, isolation, panel reviews, and oversight of treatment. This position will monitor the level and standard of health care provided by contractors for compliance with requirements enumerated in Department of Public Safety and Correctional Services (DPSCS) contracts; review the quality of care at facilities via the quality improvement audit processes; work with correctional and health care providers to assure staff are aware of health services contractual requirements, policies and procedures. Additionally, this position will monitor that standards of health care are maintained at Department of Public Safety and Correctional Services (DPSCS) facilities through frequent contact with the ACOMs assigned to those facilities and through walking around audits that enable the position to visualize real-time problems and solutions. This position will also monitor continuity of care between the facilities, off-site locations, and upon discharge from the facilities by assuring compliance with the department health services contacts for inmate health care.
POSITION DUTIES
Quality improvement program monitoring through completion of audits
Develops audit tools for the department
Requests and monitors corrective action plans as needed to address audit findings
Attends medical advisory council, CQI and other Facility meetings
Reviews contractor staffing to ensure contract compliance
Conducts walking rounds for quality improvement purposes
Participates in annual review of departmental policies and procedure
Completes review or ARP appeals and follows through with corrective actions as needed to address contractor deficiencies
Participates in Morbidity and Mortality reviews
Conducts monthly review of contractor employees' credentials
Other duties as assigned to meet the needs of the department
MINIMUM QUALIFICATIONS
Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.
Experience: Five years of experiences as a Registered Nurse including two years of experience in an administrative, supervisory, consultative or teaching capacity.
Notes:
1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.
2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
