Main Purpose of Job

This is the primary position within the Office of Data Management, Office of the Inspector General (OIG).  This position directs, manages and supervises the Computer Network Specialist and Computer Information Specialist; manages and directs the planning, integrating, and maintaining software and hardware for a local area network (LAN); develops, manages and maintains OIG’s web based data base applications for OIG databases and OIG’s web pages for the DHRNET and Intranet; and designs, develops, implements, maintains and controls data base management systems for multi-purpose, multi-tasking computers.

POSITION DUTIES

LAN Management - Manages staff who plan, integrate, maintain and provide user support for OIG’s LAN running Windows Server and Workstation software. The LAN includes 30 local workstations connected to an NT file server and 40 remote laptop users. Design the structure of the LAN and prepare plans, reports and diagrams documenting the type and location of software and hardware. Install operating systems and network communications software.  Configure network software and hardware to provide for efficient and effective network performance and data security. Monitor the performance of the network software and hardware through network management and diagnostic programs and utilities.  Adjust the network for maximum efficiency.  Maintain and analyze records of network activity and recommend and implement network software and hardware upgrades.  Diagnose network software and hardware problems and make repairs and adjustments or obtain service from agency resources or vendors.  Run backups of network data, archive data as required and develop and maintain disaster recovery plans.  Manage and control security of LAN and connected PCs and other devices. Coordinate connectivity and communication from OIG’s LAN to other DHR LANs with the Office of Information Management (OIM).  Serve as technical LAN liaison with OIM for OIG.  Concur with upper-level management, network users, other data processing managers and vendors to decide on network enhancements and resolve network performance problems.  Analyze and evaluate network software and hardware and recommend the upgrade of obsolete items with new technology with greater capacity, versatility and efficiency. Support computer hardware on the OIG LAN, troubleshoot and resolve technical problems.  Evaluate user’s software and hardware needs for the LAN and advise management on purchasing.

Data Base Management - Design, develop and maintain customized data base applications for the OIG to utilize the sharing and management of data across the web, and LAN (OIG’s and other connected LANs in DHR) and also with mainframe and mini-computer files and applications.  Establishes initializing procedures and data element naming conventions. Consults with users to discuss LAN software and hardware needs. Maintains security and integrity of data by specifying access policies, standards, methods and parameters, establish recovery plans to minimize data loss and system downtime and by performing routine back up for the database management software system and for the stored data.

Web Master - Designs, develops and maintains the OIG web applications and site. Creates web pages using web-enabled software and converting other software. Edits and converts HTML code. Creates and refines graphics, clip art, digital images used graphic tools and converts to for web application. Creates hyperlinks, designs page layouts and graphics. Created directors and uploads web files. Oversee security to the web site. Optimizes web architecture for navigability. Uses URL’s in links. Diagnoses and corrects problems on the site. Updates site information as required.  Conducts training on the application and use of the internet and internet web sites.

Human Resource Management - Coordinate, supervises, evaluate, and provide experienced technical support, advice and training to the OIG Computer Network Specialist and Computer Information Specialist as assigned.  Develop, implement and manage training programs for network staff as well as provide user support to OIG staff in the use of the LAN and NT software.  When necessary, develop user manuals and guides for staff.  

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in computer information technology, management information systems, or other information technology related field, to include course work in local or wide area computer networks, from an accredited college or university.

Experience: Three years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes:

1. Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.

2. Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator equivalent certification program for the required education.

OR

4. Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
