This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future permanent and contractual recruitments for the Department of Public Safety & Correctional Services (DPSCS). Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

The Fingerprint Specialist performs the intermediate level of fingerprinting work examining, classifying, and performing the 1st stage fingerprint matching verification process in the MAFIS Lights Out workflow structured environment under moderate supervision. Remove information from public inspection in accordance with the Criminal Procedure Article 10-105(f) of the Annotated Code of Maryland.

POSITION DUTIES

  • Fingerprint customers by live scan or link method
  • Perform intermediate level of fingerprint work by examining, classifying, and performing the 1st stage fingerprint matching verification process in the “MAFIS Lights Out” and the 2nd stag Quality Assurance review of fingerprint verification under Moderate Supervision.
  • Responsible for searching Ident/Index, MD Raps, TIME (FBI) Archive Web (Cogent) and the court system for requested criminal charges in order to flag charges to be expunged.  Request the removal of Master fingerprint cards from the Master SID File
  • Responsible for deleting criminal charges from Ident/Index system, MD RAPs, TIME (FBI) Archive Web (Cogent) and printing out the before screen( I/I, ADRL, RAPs, and JIS)
  • Performs research and analysis of fingerprint card submissions from criminal, non-criminal and private provider agencies and to conduct audits of those same agencies.  This includes but is not limited to using various databases and research tools available to conduct such research; to accomplish assigned tasks on time, accurately and completely; and to record the results of that research on various spreadsheets; and to write clear and concise audit reports
  • Conducts audits of criminal, non-criminal, and private provider agencies who submit fingerprint cards to CJIS, either independently or as a member of an audit team.  Conducts pre-audit research to gather pertinent data; prepares pre-audit correspondence for signature by Assistant Director; conducts audits; prepares necessary spreadsheets to support findings and recommendations; prepares audit report for Assistant Director of Director signature

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing general office work using computers or one year of experience in classifying, filing and retrieving fingerprints.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in fingerprint identification classification or fingerprint identification specialty codes in the fingerprint identification field of work on a year-for-year basis for the required experience.

Preferred Qualifications:

  • Experience examining, classifying, and performing the 1st stage of fingerprint identifications.
  • Data entry

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates are subject to a criminal records check before a permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant by the hiring agency.

2. Employees are subject to call-in 24 hours a day and, therefore, will be required to provide the employing agency a telephone number where they can be reached.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You will be required to complete a supplemental questionnaire. Therefore, it is important that you provide complete and accurate information on your application.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
