Main Purpose of Job

The IT Programmer Analyst Supervisor position provides programmatic and database technology support to collect, manage and analyze statewide higher education information. This position must coordinate its functions with other IT personnel to engage in the programming, collecting and editing of postsecondary data collections from all segments of higher education. Based on specifications and requirements gathering, this position is responsible for internal application design, development, testing, implementation, and maintenance using standard information technology tools and coding custom programs using Structured Query Language (SQL) 12.0 and Visual Basic Script (VBS). Types of applications include implementing automated database systems (i.e. SQL and Access), building applications that meet a specific need, building custom forms, and preparing reports using SQL Reporting Services, all to increase effectiveness and efficiencies in day-to-day operations.

This position has responsibility for providing data in specific formats that allow research analysts to perform analysis of higher education information, support longitudinal studies, participate in policy/research studies, and prepare reports, surveys, and presentations. Using SPSS, this position assists researchers in analyzing data for consistency purposes.

Plan, coordinate, and review the work of IT other programming staff. Coordinate work with database administrator for database structure, integrity and security.

Design, develop, test, implement and maintain applications. Design proposed new or revised applications and edit routines using SQL and/or VB to support SQL Server database for data collections and reporting operations for higher education information and to meet internal agency needs.

Manage and coordinate the programmatic development and revision of various component surveys of the State's higher education information program to provide and upload required State and Federal regulatory and policy data from higher education institutions to The Integrated Postsecondary Education Data System (IPEDS). This is done by developing survey structure, managing the collection, reviewing and analyzing submitted surveys/data within the State/Federal annual collection system.

Resolve editing and reporting issues on survey requirements or definition interpretations to insure quality and consistency of data and compliance with State and national standards through specifications and instructions provided to higher educational institutions or federal agencies. Also resolve discrepancies in data with Higher Education institutions submitting data.

Manage development and revision of all components of the Continuing Education data collection system. Provides verification of courses and supports reporting of funding requests by participating institution's continuing education departments.

Manage development and revision of all components of the Optional Retirement data collection system. Provides verification of institutional submissions and supports reporting of submissions by Community colleges.

Train and advise other agency analyst staff in the use of both analytical tools and databases to assist with their effective and direct use of higher education program information.

Desired candidate must possess excellent oral and written communication skills.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.  

Experience: Three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.  

Notes:  

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.  

2.Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.  

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience using SQL Server 12.0, Access, and use of a data statistical package, such as SPSS at an advanced level in an educational setting.  

One year of experience working with IPEDS data formats and submissions.

DESIRED OR PREFERRED QUALIFICATIONS

Master’s degree in Computer Science, Information Technology.

Experience in budgeting, and information technology experience.    

Experience planning, designing, building, implementing and maintaining IT systems, relational databases, batch data collection/transfer applications, and data security.  

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.

Employees may be furnished with a pager or cell phone.
