Main Purpose of Job

The Technical Project Manager is responsible for managing the successful execution of all aspects of IT projects throughout the SDLC (system development project lifecycle) including initiation, concept development, planning, requirements analysis, development, testing, implementation, operations and maintenance, and disposition. The Project Manager must effectively balance and influence the competing project constraints of scope, quality, schedule, budget, resources, and risks.

By providing oversight for a broad range of software development and IT infrastructure projects, the Technical Project Manager will enhance and integrate business processes with supporting technologies to maximize operational efficiencies and service delivery. This role requires close collaboration with cross-functional business and IT teams to link project initiatives to the organization's strategic goals and ensure smooth project execution. The ideal candidate will demonstrate a strong customer focus and the ability to deliver effective technology solutions that also delight customers.

POSITION DUTIES

  • Act as a liaison among WCC  IT staff, internal and external customers, partners, vendors & WCC management  to determine projects’ objectives, requirements, scope, risk, document and  maintain project plans, schedules, contingencies and resource needs/availability.
  • Coordinate the efforts of cross functional project team members including software developers, QA & test personnel, database developers and administrators, network administrators, hardware specialists, technical support staff, business systems analysts, end users, and third-party vendors to deliver projects cohesively and according to plan.
  • Oversee execution of projects according to schedule, scope, budget using established standards and best practices; manage day-to-day activities associated with assigned project portfolio including status reporting, procurement, deliverables tracking and change management.
  • Develop and conduct quality assurance and post-implementation reviews as well as disposition phase activities.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience:  Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Three years of experience in analysis, planning, design, development, documentation/reporting, implementation and management of Windows 7+ /Internet Explorer 9+ or Edge client  and Windows 2008 R2 + (IIS7.5+) web based  development  projects using Microsoft  Visual Studio 2010 and .NET Framework 4.x or newer with C#,  ASP.NET, and/or MVC, WebAPI, jQuery, Ajax, Angular JS, SQL Server 2008+, Visual Source Safe or Team Foundation.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience planning, designing, and implementing enterprise content management, document imaging, workflow, ETL, legacy transformation, case management, and/or secure web portals
  • Experience with  Microsoft SQL Server, Oracle, and/or DB2 relational database development,  administration , security, and availability
  • Experience planning, designing and implementing secure Windows and/or  web based  information systems and integrating: identity management,  column level data encryption,  multi-platform mobile development, premise, hybrid, and cloud  architecture designs, web security tools, software as a service, low code systems,  web service and  file based data exchange methods,  data cleansing tools,  endpoint protection, next generation firewalls, vulnerability assessment,  intrusion detection and prevention tools
  • Business systems analysis, web project management, security best practices, systems integration, deployment, and business continuity planning skills and experience  in a complex multi-location,  multi-platform, physical and virtual environment including Windows servers, server virtualization using VMware vSphere ESXi  Enterprise 5+ and  converged  voice over IP and data networks
  • Employee may be required to be on-call or occasionally or asked to work outside of normal work hours or on weekends for production emergencies as well as planned system upgrades and therefore  required to provide the agency with a telephone number or other mutually agreeable contact method where the employee can be reached.
  • Employee may be required to drive to Agency Regional Site locations and must have a valid MD Driver's License.
