POSITION DUTIES

The incumbent of this position will learn to schedule and submit daily, weekly, and monthly batch jobs for SMART. Learn to prepare and submit the SMART Planner. Learn to receive and verify accuracy of refund checks. Learn to receive SMART processing work and organize output for distribution. Learn to submit a Statrans reports and review in preparation for nightly processing. Learn to evaluate problems and work with ITD to come up with solutions regarding nightly processing. Additionally, learn to assist in development, testing monitoring and controlling the flow of electronic returns to the processing system.

PLEASE NOTE: May be requested to work evenings and/or Saturdays during Tax Season. For the purpose of this statement, Tax Season shall be defined as the period beginning January 15th and closing May 15th.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Human Resources Management, Public Administration, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: None  

NOTES: 

  1. Graduation from an accredited high school or possession of a high school equivalency certificate and two years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted for the required education.
  2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html.

SELECTIVE QUALIFICATIONS

THIS RECRUITMENT IS LIMITED TO CURRENT TEMPORARY, CONTRACTUAL AND PERMANENT EMPLOYEES OF THE COMPTROLLER OF MARYLAND. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in analyzing and troubleshooting application problems and making recommendations for correction.
  • Knowledge of mainframe processing and other IT processing systems.
  • Experience in testing using test plans.
  • Experience and knowledge of Job Control Language (JCL) and FILE-AID.Demonstrates attention to detail and accuracy.
  • Good verbal and written skills and experience communicating with technical customers (programmers, RAD employees and supervisors)
  • Ability to work under pressure or in situations where priorities changes.
  • Ability to work overtime when required including being on call some nights, and to work the hours specified in the interview. 

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. The examination will consist of a rating of your education, training and experience. Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.  

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
