Main Purpose of Job

This position provides technical evaluation and oversight of eligibility determinations performed by the Department of Human Resources (DHR) utilizing knowledge of the Maryland Medical Assistance eligibility policies and procedures. This position leads by assigning, reviewing, and approving the work and training lower-level IT Functional Analysts. This position will support project activity to ensure compliance with State and Federal regulations and ensure the delivery of timely, compliant and useful software to DHR for the Client Information System (CIS). This includes providing support and critical information on system standards and design, operational procedures and state and federal regulations to DHMH, DHR, and CIS project staff. This involves developing and recommending practical and effective solutions to system problems and reviewing CARES procedures to be included in Medicaid Policy Clarifications, Policy Alerts, Action Transmittals or CARES Bulletins; determines if informational materials such as Action Transmittals, training materials, and manual releases reflect correct policy and correct technical instructions; makes appropriate corrections and recommends sign-off or distribution to Division Chief.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.  

Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.  

Notes:  

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.  

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience using Microsoft Excel and Access to create queries and statistical reports as well as experience analyzing data to perform problem analysis and resolve issues with case related data. The candidate should also have knowledge of the CARES and MMIS Systems and the ability to interpret Medical Assistance Eligibility Policy.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
