Main Purpose of Job

This position provides technical and professional guidance on a daily basis to the Chief Information Officer, who is responsible for ensuring the Information Technology & Communication Division objectives are met while remaining within the authorized appropriation, and has  direct responsibility for fiscal operations of the Division.

POSITION DUTIES

Budget Management

Prepare the agency’s annual request, consisting of breakdowns of each expenditure object, projection of anticipated revenue and other supporting schedules required by the Department of Budget and Management (DBM). Explain and defend requests to the DPSCS Office of the Secretary Budget Management Unit and to DBM and DLS analysis.

 

Prepare, in conjunction with agency program managers, the requests for adjustments to CSB, unfunded requests and deficiency requests when needed. Quantifies the fiscal impact of each of these within the context of the base budget.

 

Assist in the preparation of Information Technology Project Requests (ITPR).

 

Prepare and analyze periodic budget projections to provide a basis for recommendations to management to prevent potential budgetary problems and plan spending in a manner which optimally utilizes resources to attain agency’s goals.

 

Review sufficiency of all non-general fund appropriations and prepare amendment when appropriate.  

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree in accounting or finance from an accredited college or university.

 

 

Experience: Eight years of experience in budgeting, accounting and auditing to include five years at a supervisory or management level.

 

Note:

A  CPA can substitute for one year of required experience.

 

For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

A master’s degree in accounting or finance from an accredited college or university.

 

Ten years of experience in budgeting, accounting, auditing, grant administration and revenue generated services, five years at a supervisory or management level.

 

Experience managing a fixed asset control account to ensure all purchasing expenditures have been reconciled in accordance with the Department of General Services. (If applicable, this information must be included with your employment job duties).

 

Experience with State Financial Management Systems such as the Financial Management Information System (FMIS), Budget systems Hands On Budget Office (HOBO) Relational Statewide Accounting and Reporting System (RSTARS) and Advanced Purchasing and Inventory System (ADPICS). (If applicable, this information must be included with your employment job duties).

 

Experience in providing a justification for the budget requests submitted to the Department of Budget and Management (DBM), the Department of Legislative Services (DLS) and the General Assembly. (If applicable, this information must be included with your employment job duties).
