Main Purpose of Job

Fiscal Services Officer II is work performing all fiscal services for one or more State facilities, local departments of social services or local health departments in accordance with fiscal policies and procedures prescribed and disseminated by a chief of fiscal services and fiscal staff at the headquarters of a secretariat level department or independent agency.

POSITION DUTIES

The Fiscal Services Officer II position will supervise and manage the general accounting operation of the Department of Juvenile Services Western Region.   Management includes overseeing the fiscal services for the state operated facility as well as all community based operations.  The incumbent will review and approve expenditure transmittals as to the appropriateness of budgetary coding, availability of appropriation and any discrepancies in procurement.  Also analyze monthly expenditure reports to determine the appropriateness of budgetary codes and fund.  The position also reviews and approves regular and contractual payroll for all state operated facilities and county offices in Western Region.  The ideal candidate will possess payroll experience and accounts payable experience in MD State FMIS.   

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.    Note:  You must upload official college transcripts or fax to DJS -OHR, Recruitment & Exam at 410-333-4188 OR list the 30 credit hours in accounting and related courses including or supplemented by 3 credit hours in auditing in the Classes Relevant to the Job section of the application to receive consideration.

 Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.   

 1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

 2. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

 3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  Therefore, it is important that you provide complete and accurate information on your application.  You are required to complete the attached supplemental questionnaire.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.
