Introduction

This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future permanent and contractual recruitments for the Department of Public Safety & Correctional Services (DPSCS). Applicants certified will remain eligible for one year.

Main Purpose of Job

The main purpose of this position is to support the Fiscal Department in the areas of inventory valuation, general ledger account reconciliations and payroll.

POSITION DUTIES

Some of the duties of the position include, but are not limited to:

  • Perform variance analysis of production for selected shops and update the standard costs of production items
  • Calculate the work-in-process for production shops
  • Perform analysis and costs comparisons of actual production costs against the standard costs for individual items and propose recommendations for adjustments
  • Perform accounting for Maryland Correctional Enterprise's (MCE) recycling program including tracking revenues and collection
  • Monthly support of the general ledger function by completing a reconciliation of MCE's working and petty cash funds, reallocate the CPC expenditures, and prepare or verify journal entries for entry into FMIS

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.  

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Selective qualifications are REQUIRED criteria that must be met to be considered for this position.

  • 6 months of experience in General Ledger functions
  • 6 months of experience in Cost Accounting Analysis
  • 6 months of experience in Account Reconciliations

EXAMINATION PROCESS

All persons who meet the minimum qualifications will be approved on the certification list and will be placed on the employment (eligible) list for at least one year. BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
