Main Purpose of Job

This position is responsible for assisting the Lead Accountant and the Fiscal Services Administrator II in all accounting functions for the State Department of Assessments and Taxation and the Property Tax Assessment and Appeals Board. The primary functions will include: Reconciliation of the daily cash deposits, checks, and credit card payments for Tax Payer Services and the Charter Unit; Supervise the fiscal staff in the Charter Unit; and work with the accounting staff to improve the overall fiscal and accountability of funds processed by the Department.

POSITION DUTIES

  • Reconcile all bank invoices, chargebacks and refunds to RSTARS payment source.  Ensure that all charges are consistent with the contract and any exceptions are handled properly and noted.
  • Assist with the annual accounting close-out process by ensuring that items are properly accruing or adjusting the necessary accounting transactions at fiscal year-end.
  • Develop and maintain various spreadsheets to perform reconciliations of accounting transactions and daily payments made/received.
  • Report any issues, variances, or differences with reconciliations to Lead Accountant.
  • Report any unresolved issues to the Fiscal Administrator and CFO with supporting documentation.
  • Reviews and authorizes financial transaction records.
  • Track the monthly revenue for all programs.  Review various reports to confirm if revenue is performing as projected.
  • Work with the Charter Fiscal staff on a daily basis to provide oversight of all fiscal operations, compliance and monthly reporting.
  • Provide assistance with the annual purge of fiscal records/payments to ensure the correct allocation to customers’ accounts.
  • Supervise the fiscal accounts technician supervisor and the fiscal account technician.  Act as a liaison with information processing (OIT), NIC and fiscal control agencies to resolve accounting records and system problems.Reconcile all bank invoices.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.
