Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 150,000 retires and beneficiaries.

This position is located within the Agency's Administration Division, Benefits Processing Unit.  This is a non-traditional line of accounting work that departs from the application of GAAP.  Employees in this position will be required to prove account balances, identify record discrepancies, research discrepancies by retrieving and examining source documents, communicate with external and internal customers to gather additional information, correct inaccuracies and adjust records in accordance with source documents, maintain accurate data by entering and updating records when additional information is received; summarize numerical data using computer programs, utilize calculators and computer spreadsheets in the preparation of financial transactions.

Main Purpose of Job

The position is responsible assisting the Accountant Supervisor in the effective management of the Section by assigning, reviewing, and approving the work of Accountant Trainees, Is, and IIs assigned to the Section. Accountants assigned to this Section are responsible for the following duties:

* Reconciling production runs of retirement estimates, retirement finals, and retirement revisions to ensure that all posted transactions were processed accurately, that all un-posted or error transactions are reviewed and resolved, and that the spreadsheets, reports, and notices associated with these productions runs are properly filed, copied, filmed, and mailed.

* Auditing accidental disability retirements to determine compliance with State law regarding workers' compensation payments to ensure that duplicate payments are not made to accidental disability retirees for retirement benefits and workers compensation benefits and that any duplicate benefits already paid are recovered by the Agency.

* Reviewing and revising retirement records to ensure the Agency's compliance with Domestic Relation Orders, Child Support Orders, IRS Liens, Comptroller of Maryland Levies, and other court order payments (e.g. alimony) including the correct tax reporting of these payments to the retirees and the alternate payees.

* Researching and reconciling the benefit payment history of members, retirees, and beneficiaries who are owed a payment from the Agency due to returned, stop payment, and staled dated checks, or failed direct deposit payments.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

* Two years or more of demonstrated experience performing complex reconciliations. 

* One year or more of demonstrated experience preparing, revising  and/or approving complex calculations  related to:  retirement/pension benefits; social security benefits; insurance/death benefits;lending activities; health benefits; or  other social service benefits.

** Submitting a graduate level transcript with less than 30 visible accounting credits may be deemed insufficient because it provides less than the minimum number of accounting credits. In this case, it is advisable to submit multiple transcripts totaling or exceeding the minimum number of accounting credits.

** Submitting a copy of your diploma may be deemed insufficient because it does not provide a list of courses completed. The recruiter must verify 30 credits in accounting coursework including or supplemented by 3 credits in auditing.

** Submitting a combination of transcripts which do not cumulatively provide a minimum of 30 accounting credits including or supplemented by 3 credits in auditing may be deemed insufficient.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  This list will be used by the hiring agency to select employees.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application.  

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.
