Main Purpose of Job

This position assists the Director and Deputy Director of Operations and Fiscal Services in performing accounting work in conformity with generally accepted accounting principles. Ensures compliance with applicable regulations by examining, analyzing and interpreting accounting systems, records and reports. Responsible for advanced duties in the areas of cost accounting, system accounting and federal fund accounting, as well as responsible for certain aspects of general accounting such as payroll, petty cash, working fund, credit cards, accounts payable/receivable, financial data projection and analysis, developing ongoing financial data for the preparation of the department annual budget.

Additional duties include accounting and financial reporting for federal and state funds in compliance with Federal grant regulations. Maintaining the general ledger of accounting transactions; review, record, and allocate payroll transactions. Assists with preparing year-end accounts payable, accrued expenditures, encumbrances and researching discrepancies.

POSITION DUTIES

General Ledger and Account Reconciliation.  Track grant payments for both State and Federal Grants; review and approve requests for payment from Area Agencies on Aging (AAA's).  

Minority Business Enterprise (MBE) Liaison.  Serve as agency liaison to Governor’s Office for Minority Affairs (GOMA). 

Area Plan Budget Review / Notification of Grant Awards.  Review and compare Area Plan Budgets (APB) submitted by Area Agencies on Aging (AAA's) to State and Federal grant allocation tables to ensure complete and balanced budgets are submitted. 

Federal Financial Participation (FFP).  Manage and review data submitted by the AAAs for input into the consolidating spreadsheet.  Ensure all data received from the AAA’s comply with the program’s guidelines. 

Internal Controls.  Establish and maintain a system for internal accounting controls for working fund and petty cash expenditures to assure that federal and state standards are met and funds are properly account for.  

Financial Reporting.  Assists in preparing and filing required quarterly and annual program financial reports with Federal and State agencies in conformity with Generally Accepted Accounting Principles and applicable State and Federal regulations.

Other Fiscal Functions.  Serves as backup for support staff processing department payroll; prepare year-end closing journal entries to ensure that all transactions are recorded, including accruals and adjusting entries. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.  

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in performing accounting and compliance duties for Federal and State Grants.

Experience with the Maryland State FMIS system and R*Stars/ADPIC procedures.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
