Main Purpose of Job
This position funds Department administrative costs on a monthly/quarterly basis in accordance with the federally approved Cost Allocation Plan. The funding data generated from these allocations supports the Department's attainment of federal funds, the federal financial assistance reports submitted throughout the year by the Division, and the funding data essential for the annual closing of the Department's financial records. This position monitors and reports grant financial activity for the Department's federal grants as assigned.
POSITION DUTIES
This position allocates Department's administrative costs to meet federal assistance reporting requirements and provides funding data for closing process and federal funds drawn; prepares financial assistance reports and detailed grant analyses to establish the true cash balance; provides assistance and information for special projects that routinely occur that requires the use of grant accounting and funding data; reconciles administrative costs used as basis for allocation against the Department's financial records; prepares accumulated totals in the preparation of financial assistance reported of quarterly figures and prepares journal entries for reimbursement of local expenditures from prior period adjustments and maintains postings; and maintains the disbursement ledger based on administrative expenditures summarizing grants, excluding special and general funds.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
To be approved for this recruitment, you must have this experience.
One year work experience in:
1. Cost Accounting (designing and establishing cost finding and reporting measures and in providing management) and
2. Federal Fund Accounting (possessing experience in monitoring the receipt and disbursement of Federal funds in compliance with State and Federal legislation, rules, regulations and policies).

BARGAINING UNIT STATUS
