LOCATION OF POSITION

This position is located in the MD Department of General Services, School Construction Section, at 301 W. Preston Street, Baltimore, Maryland.

Main Purpose of Job

The main purpose of this position is to provide a high level of structural engineering for the Public Schools & Community Colleges Team which also supports Capital Construction, Facilities Engineering, Grants & Loans, and the Office of Energy Performance & Conservation. The Public Schools & Community Colleges Team is responsible for technical review of all State funded school projects.

POSITION DUTIES

A Capital Construction Engineer/Architect II is the full performance level of work as a design or project engineer or architect for multi-year capital construction projects for State or local governments. In some cases, employees may function as both the design and project engineer or architect. Employees in this classification may provide guidance and direction to engineering or architectural consultants but do not supervise other engineers or architects. Employees receive general supervision from the Capital Construction Engineer/Architect Supervisor or other designated official. Employees may be required to work evenings and weekends in order to attend public meetings and hearings. Employees may be subject to call-in for emergency situations, such as problems at construction sites. The work may require traveling throughout the State to construction sites where conditions may be noisy, dirty and uncomfortable. 

Duties for this position include but are not limited to:

- Review structural drawings and specifications for compliance with MSDE and DGS design requirements.

- Evaluate cost estimates for accuracy and compliance with State funding requirements.

- Review projects for constructability, design errors and coordination with architectural, civil, mechanical, plumbing and electrical disciplines. Verify compliance with all applicable building codes. Verify compliance with other design standards.

- Prepare clear and concise written comments and recommendations regarding design conflicts and/or problems to improve facility design and reduce construction costs.

- Review change orders for eligibility of State funding. Maintain project contingency balances and coordinate with PSCP Fiscal Accounting. Prepare change order letters and information for use in IAC report.

- Provide miscellaneous support to the Public School Construction Program such as visiting project sites as necessary to provide technical advice and assistance to LEAs and to help access the eligibility of projects being requested for State financial participation and for facility renovation versus replacement; evaluate feasibility studies and, as necessary preliminary design concepts on an as needed basis; participate on various work groups to study areas of interest to the IAC.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Three years of experience as a design or project engineer or architect for large-scale multi-year construction projects.

Notes:

1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants with demonstrated possession of the following knowledge, skills and abilities:  

- Credentialed as a Professional Engineer (PE) in the State of Maryland or another State with the ability to receive Reciprocity in Maryland.

- Competence in spreadsheets and computer related programs

- Experience in structural inspection of facilities

LIMITATIONS ON SELECTION

This recruitment is limited to applicants willing to accept employment in Baltimore City, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached after normal business hours.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
