Introduction
The Department of Budget and Management currently has 3 HR Analyst III vacancies:
- HRIS Technical Specialist
- HRIS System Maintenance Specialist
- HRIS Benefits Specialist
We are seeking dynamic HR professionals who have an interest and comfort level in working with various HR information software and systems. These are entry level positions with great growth potential.

POSITION DUTIES
The Shared Services Division within the OPSB, DBM, is seeking a Human Resources professional with strong general knowledge of the following HR areas: Compensation, Employment, Performance Review, Absence Management, Benefits and/or Time and Labor. We are seeking a candidate that has an interest and comfort level in working with various HR information systems.
The successful candidate will function in a support role in the Division, and shall be able to work independently. This position will serve as a liaison between Statewide HR users, IT support and system vendors. The position will be responsible for report development and testing, and will be responsible for ensuring data accuracy and completeness in the system; and performing functional configuration and maintenance tasks for various HR systems according to operational and business needs. This position will also support the Division in system changes, conversion of data, and administration of application security for core HR users.
MINIMUM QUALIFICATIONS
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
PREFERRED QUALIFICATIONS:
1. One year of experience with an HR information system in a large employer environment, specifically in the areas of Compensation, Employment, Performance Review, Absence Management, Benefits and/or Time and Labor (related to system code maintenance, reporting, auditing, etc.).
2. Experience in report development, testing, and data auditing for a HR system.
3. One year of experience in MS Office specifically Word, Excel, PowerPoint, and Visio.
4. Strong analytical/problem solving skills.
5. Working knowledge of and experience in utilizing and creating reports and spreadsheets.
6. Ability to solve problems related to computer system software and operations.
7. Experience with one of the following technologies: Workday, Oracle HRMS, Oracle Fusion, PeopleSoft HCM, SAP HR, UltiPro or any other ERP HR System.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
