Main Purpose of Job

This position serves as the Director of the Human Resources Division for the Department of State Police with responsibility for managing approximately 2600+ sworn, civilian and contractual positions to include the Office of the State Fire Marshal, the Vehicle Theft Prevention Council and the Volunteers in Police Support personnel.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor's degree from an accredited college or university.

Experience:  Six years of professional HR experience involving three or more of the following: recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation or HR policy formulation.

Two years directing HR services including recruitment and employment services, classification and compensation or employee relations for a large SPMS department or agency or comparable private/public sector organization

Notes:  Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Professional HR experience in a unionized environment in law enforcement or public/private sector employment

2.  Demonstrated experience in collective bargaining and contract administration

3.  Familiarity with ADA, FLSA, FMLA and EEO regulations as well as COMAR, SP&P and other Federal and State laws governing employment

4.  Managerial experience with the SPS "Workday" Program

5.  Experience with sworn (law enforcement), civilian or contractual employment processes

6.  Managerial experience with policy development and budget preparation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's permit valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a complete criminal background investigation to include polygraph examination before appointment can be made.  A criminal conviction maybe grounds for rejection of the candidate.
