Introduction

The Maryland Lottery Gaming and Control Agency is seeking a highly skilled digital manager to work with the Creative Services Department's busy marketing and advertising team.  This candidate must be both a seasoned digital technician responsible for managing a complex digital infrastructure, as well as a results-driven digital marketing strategist.  The Digital Manager oversees the organization's digital presence and reputation on the web and within other digital media platforms including various mobile applications, social media outlets, e-mail and online data bases to increase the visibility, membership and traffic across all platforms.  He/she will be responsible for interfacing with several internal stakeholders and external consultants, monitoring timelines and progress for a variety of projects, and creating digital content.

Main Purpose of Job

The Digital Manager position oversees and manages the Maryland Lottery and Gaming Control Agency's digital presence and reputation on the web and other social media platforms including mdlottery.com, Facebook, Twitter, YouTube, e-mail, mobile and more to increase the visibility, membership, traffic and engagement across all platforms. The employee develops creative digital recommendations, transform and implements these recommendations into digital content and integrates across multiple increasingly important and efficient platforms.

POSITION DUTIES

Position Duties:

  • Collaborates with digital advertising agency to develop and implement strategic upgrades to digital and social properties.
  • Facilitates creation of accurate project plans with clearly defined milestones, deliverables and tasks and revises as appropriate to meet changing needs and requirements. Defines development lifecycles and project scopes.
  • Develops marketing plans for digital and social media properties that are complimentary and/or supplemental to other Lottery marketing initiatives.
  • Leads implementation of marketing tactics for digital and social media properties, including developing editorial calendars, copy/content and graphic s.
  • Establishes benchmarks, tracks and reports on key performance indicators for digital and social initiatives on a regular basis.
  • Provides expertise, participates in technical meetings, and communicates effectively with different development team members.
  • Actively participates with other team members in the development and implementation of an email push program to support various marketing goals and initiatives.
  • Facilitates status meetings and prepares summary notes, if requested.
  • Ensures project documents are complete, current, and stored appropriately.  
  • Possesses ability to effectively communicate in both written and verbal business development discussions.
  • Maintains awareness of new/emerging technologies and applications and prepares recommendations for those that have the potential to increase consumer engagements.
  • Performs other special projects and assignments as needed.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited four-year college or university with at least 30 semester credit hours in one or more of the following subjects: business administration, marketing, advertising, communications, digital media, web development or other similar and related courses. 

EXPERIENCE: Three to five years of proven leadership experience (either client or agency) within an interactive, web, digital, social media or comparable environment.  Proven track record of producing best-in-class digital solutions, content and related engaging consumer experiences required. 

Note:

1. Applicants may substitute additional experience as described above for the required college education on a year-for-year basis.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in a marketing, digital or related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Ability to communicate verbal and written information effectively.
  • Demonstrated ability to manage internal and external resources and build strong relationships.
  • Experience with Word, Excel, Outlook and Power Point.
  • Strong analytical and organizational skills.
  • Experience developing and implementing (corporate) editorial calendars for digital and social platforms, including relevant blog posts.  
  • Understanding of standard web tools such as Photoshop, HTML, XML and other web software and languages.
  • Strong understanding of best practice online marketing strategies.
  •  Knowledge of UX concept and demonstrated experience in making UX improvements.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. 

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
