Main Purpose of Job

The purpose of the Program Manager for Child Protection is to ensure the agency is prepared to provide a swift and accurate response every time a child has been abused or neglected in Baltimore City. The Program Manager's primary responsibility is oversight of an average of 10,000 child protection investigations each year. This includes managing approximately 120 staff, ensuring they have the support and supervision they need to assess the potential risk of harm to any child for whom the agency receives a report, ensuring a speedy investigation is completed and assuring that an accurate decision regarding the removal of a child from their parents is being made. The Program Manager is also responsible for maintaining robust operations 24 hours a day, 365 days a year. This portfolio represents the most critical work of the agency and its obligation to ensure the safety of vulnerable children in the City of Baltimore.

MINIMUM QUALIFICATIONS

EDUCATION: Master's Degree in Social Work from a college or university accredited by the Council on Social Work Education.

EXPERIENCE: Seven (7) years of professional social work experience in a public or private agency or institution. Three (3) years of this experience must have been in a supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Professional experience in child welfare, including knowledge of best practices in the field, that will position the agency to make removal decisions that are in the best interest of child.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates must be a Licensed Graduate Social Worker (LGSW), Licensed Certified Social Worker (LCSW) or a Licensed Certified Social Worker-Clinical (LCSW-C) certified by the Maryland State Board of Social Work Examiners.

Successful candidates will be placed on the employment (eligible) list for at least one year.  

If you are in State service and are a promotional candidate, your salary will be determined in accordance with State of Maryland Salary Guidelines.
