Introduction

The Maryland Department of Planning is recruiting for a Program Manager II in the Infrastructure and Development Unit. 

This position is a Management Service classification and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Manager of the Infrastructure & Development Unit in the Planning Services Division is responsible for coordinating and implementing initiatives related to infrastructure and development planning. This position works with staff within the Department, other State agencies, local officials, stakeholders, and the public.

Among other things, the Infrastructure and Development Unit focuses on the Department's role in the Interagency Committee for Public School Construction Program (IAC) and transportation planning as mandated in The Maryland Office of Planning - Transportation Planning Activity Act of 1996. This position also directs the agencys' efforts in statewide development technical assistance and coordinates other services of State agencies with local jurisdictions in promoting targeted community and economic development consistent with the Agency's' overall mission.

POSITION DUTIES

Duties will include managerial and administrative functions of the unit, including supervision of staff, project and program management, and development and monitoring of work programs and progress reports.

Coordinates development of information and analysis that supports community and economic development projects in targeted areas throughout the state, and promotes design that enhances the quality of life of Marylanders. 

Coordinates the implementation of Planning’s policies, guidelines, and best practices for targeted community and economic growth and design with local governments and State agencies.  Prepares work plans and manages staff and coordinates with state and local agencies on projects related to community and economic development and design that further the Planning Department’s mission.

Increases awareness of targeted community and economic development and urban design projects through written, oral and graphic communications and represents the Department of Planning on task forces, committees, ceremonies and other external activities.  Educates communities on revitalization opportunities, practices and customized designs that would enhance the quality of life in existing communities.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university with a major in planning, geography, architecture, landscape architecture, urban design, civil engineering, economics, real estate development, or closely related field.

Experience:  Four years experience in a professional planning position, or a professional level position in architecture, urban design, real estate development, community development, or redevelopment organization (public, private, or non-profit sector).

Note:

A Masters degree in planning, geography, architecture, landscape architecture, urban design, civil engineering, economics, real estate development, or closely related field may substitute for one year of required experience.

SELECTIVE QUALIFICATIONS

Two years of experience supervising planners, architects, engineers, urban designers, development specialists, economists, or other professionals involved in the design and/or planning of new development and/or redevelopment projects, plans, or codes.
