The Maryland State Retirement Agency (Agency) is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 245,000 active members and more than 147,000 retirees and beneficiaries.

The Agency is recruiting for a Program Manager IV position to serve as the Deputy Chief Business Operations Officer in the Agency's Business Operations Office. The Business Operations Office is a centralized office responsible for managing the Agency's large scaled projects and operations and maintenance activities of the Agency's automated processing systems. The Business Operations Office is the liaison between the business users and the Information Systems Division's programmers.

This is a management service position that will serve at the pleasure of the appointing authority.

POSITION DUTIES

This is not a programmer position, but will work closely with programmers to ensure that the business requirements are understood.  A strong background in either project management and/or information systems is preferable with a demonstrated ability to learn complex business rules.  Over time external candidates must attain a comprehensive knowledge of the Agency’s plan rules and processing systems.  

Maryland Pension Administration System (MPAS) is the Agency’s internally developed automated processing system used to administer a defined benefit plan supporting over 390,000 vested, inactive, active and retired individuals.  The Agency also has various other automated processing systems supporting other functionalities. 

This management position working under the direction of and closely with the Chief Business Operations Officer is responsible for: managing the Business Operations Office and its assigned  personnel; unit budget submission; evaluating the law and existing business processes; working with other senior managers to define and document the business requirements; managing the priorities of Agency initiatives as established by the Information Technology Steering Committee; requesting adequate business staff resources for Agency projects; coordinating work activities of the project team; developing test standards and cases; working with and providing clarification and guidance to the Business Analysts and Programmers regarding the requirements; and reviewing and accepting project deliverables for implementation in the Agency’s production environment.

MINIMUM QUALIFICATIONS

Education:  A bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Information Technology or other related field. 

Experience:  Five years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or Microsoft based software applications using .NET or SQL server.

OR

Five years of experience in working with complex rules, regulations, procedures, calculations,  and/or  the automated processing systems used to administer a diverse and complex system.

NoteEight years of experience working with a defined benefit plan may substitute for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Project experience evaluated based on cost, size, complexity and role(s).

Demonstrated strong analytical skills.
